If it is, It Is pure Gold stamped possibly by the Finder.
And would be VERY rare.
It could also be an attempt by someonne to Sell Souvenir California Gold. (But Who & When ?)
The ONLY way to be sure, would be to have it assayed by a Reputable Person.

If its a real fractional gold coin it could be worth big bucks. Can you get a pic of the obverse and maybe a size comparison. Judging by the pic it looks to be high gold content.

Checked the ref. book for Calf. fractional coins. It appears from the photo that it may be a prioid 1 1849 half eagle. As appears on page 23 of California Pioneer Fractional Gold by Walter Breen and Ronald J. Gillio second addition

A cursory test for gold. DON'T LAUGH  Lick it. IF you Don't get a Bitter Taste on your Tongue, there is a 90% chance it's real. IF you DO get a Bitter Taste it's still a 50/50 chance

Don?t get your hopes up too high just yet. Your ?coin? has all the appearances of a fake/counterfeit/replica. The weight is not correct for that particular coin, as well as a few other points.
If you are not that proficient with numismatic items, then a trip your local coin shop should be in order.
