Water- Jack

Does anyone have the plans for a water-jack. I saw an ad for plans in an old Gold prospector?? classified but of course I can't find it now. The jack is a waterpump that is operated by a float that moves down the current and sets a valve that snaps shut and moves the water up the pipe. I think thats how it works. low pressure but would fill a tank. Thanxs in advance. Bruce
