The rules are tough up here, thanks to the illegal miners ten years back. You cannot remove gold here unless you have a tenement or are on a fossicking area. The only fossicking area is in Tennant Creek, so most prospectors have to sneak about trying to avoid the police gold squad! I peg claims and hold larger areas under exploration licences. Costs money though!
