Hi Robert, I don't know about Oregon laws, but in AZ that kind of enterprize would be illegal unless his claims are patented ground. Federal mining claims are not allowed to have private money making ventures. It would be sort of like those "pay by the day" panning/dredging operations that have been shut down just about everywhere. Nice try though....russ
