Blocking a public access

A long time ago didn't someone on the forum state a law that prohibits anyone from closing a road that provided public access if said road was in use prior to a certain date like 1989 or soemthing like that?

The reason I ask is because a very old road that runs to the White Hills BLM placer area also runs off to the right and to a gravel pit.

Well apparently the gravel pit owner must now own some of this land that the road runs through and he has simply decided to put a gate up on the road and block access to public lands. Now you can still get to the public land if you don't mind going 70 miles out of your way to get to a different entrance road.
