What is a Graves Patent

I found a Kansas Pacific Railroad Baggage Tag. On the back it says Graves Patent 1878. Does anyone know what a graves patent is? Although I was offered $300, I don't sell my finds. If any of you railroad buffs know what it's worth let me know. It swivels open so that an ID can be put in and will show through a round opening.
