button w/ latin phrase

I found an old button in very good shape. Unfortunately besides a crest in the middle, there is latin words or a phrase around the edge. The phrase is as follows " Ludovicus Rex Plures Non Capit Orbis " A german friend suggested this has something to do with King Ludwig - we will not capitulate (surrender) or (give up). I hope someone can help. I'd love to know what this is before my club meeting this Sunday. The crest in the middle is two "angels" flanking an oval with three fleur de le in the center, atop the oval is a crown with four points. This button is approx . quarter size.
