Please help ID first old buttons.

Got permission to search at a very old local home site. Seems to have been hunted before, but so far I have managed to find the following buttons:

The first has "NGC" at the top front, and the Great Seal of California below it. On the back it says, "Pettibone MFG. CO Cincinatti"

The other has an eagle facing my left, and the eagle as a shield where it's chest would be. This one has gilt and needs to be cleaned.

Age, use, value and a recomended cleaning method would be greatly appreciated.
