In your post you asked about Forest Service land but then made reference to the "U.S. Park Service". You are dealing with two different agencies.
The U.S. Forest Service, which is part of the Dept. of Agriculture, administers the National Forests. The National Park Service, which is part of the Dept. of Interior, administers the Nat'l Parks, Nat'l Recreational Areas, Nat'l Parks, Nat'l Monuments, Nat'l Historic Sites, and so on.
The difference is significant. Generally, MDing is not permitted in areas administered by the National Park Service. The regs governing MDing in National Foersts may be allowed as indicated in other posts.
