Help I.D. Belt Plate

A friend of mine found a belt plate on the face is a eagle like the ones on common U.S. Eagle buttons from the C. War it has 13 stars on it and the words E Pluribus Unum it looks very old any help would be appreciated Thanks for the help Jess Mason in Arkansas
