brass chauffer tag

I found a small metal tag. It's about 2-1/2" lg., 2"wide with an arch on the top half. It's flat, and fairly thin, it appears to be brass or bronze. Across the top it says "licensed, or certified chauffer" In the middle there is a 6 digit serial #, and just above that it says New York with the excelsior symbol. Across the bottom it says, "expires july1st 1925". Any help on value/ identification would be great. I apologize but I don't remember if it says licensed or certified as I don't have it in front of me.
