why don't we all write our local suit and try to
to get legislation for the gov to issue permits
and/or licenses to dig, with the fee going for
policing the nerds who don't follow the rules.
afterall we need licenses for driving, hunting,
fishing and pay fees just to drive thru most
national and state parks. the blm, tree huggers
and the gov have to much power-- lets create our
own!
