From your description, it sounds like you've found a Pennsylvania State Seal Button, the various versions of which can be seen in Albert's button book on pages 226-227. Tough to tell the exact version without a scan. "Superior Quality" was a backmark used by the Waterbury Button Company, between 1875-1935 and/or the Steele & Johnson company when they were inherited by the Waterbury Companies.
