Go to the hardware store and by muratic acid. Stuff that is used to clean bricks. Soak it for about an hour. Take it out a submerge in water and baking soda. this neutralizes the acid. Soak a couple of days in distilled water and then soak awhile in alchol-paint brush cleaner. That will take all the water out. Allow to dry. Then you can apply satin polyeurethane or thompson water seal. That will stop all rust and take off the shine.
