If you live in GA, I know a guy who deactivates and cleans shells for a reasonable price (about $25).
Depending on the type of fuse on the shell, you can either drill through the fuse or through the bottom/side of the shell and drain the powder. This is done with a hand drill with the shell submerged in water. Dont try this yourself if you are not sure what you are doing. You could damage the shell or worse yet be killed doing this.
