getting permission

Hi, just started relic hunting in upstate ny and have run into a snag. If the city I'm in tells me that I don't need a permit to go metal detecting, do I need permission from the city to detect on vacant lots that the city owns, or areas behind city owned buildings. I'm not talking about TH'ing in front of city hall, but theres an old wooded lot behind the citys highway dept. that all the maps say is city owned. It also happens to be the spot for a revolutionary war skirmish. I'd love to detect there but don't know where I stand. Any help would be appreciated. P.S. How about in areas where the city tore up the ground for a new road.? thanks Will
