I have legal questions regarding diving on florida shipwrecks? Is it legal to dive on a wreck such as the " Herri Lerri" or the "Chaves" or other well publicised wrecks with out obtaining a lease or permission, as long as all your using is a metal detector and breathing equipment?

If permission or a lease is needed who do you contact to get permission to dive on these wrecks? I am not looking for the mother load just a weekend hobby that I would like to advance. any and all help greatly appreciated.
