Bahamian leases

Can anyone tell me what steps to take to obtain a Bahamian lease to salvage a shipwreck? What percentage do they get? And at what point do I need to get one? As this point, I have only found one Crowned M in mint condition washed up on a isolated beach. I intend to search the area, above and below water with a Excaliber. Do I need to get a lease before I find the actual wreck? Any and all details would be greatly appreciated.
