Not that this is the same thing, but.... A friend of mine built a contraption that we found in a book I have called the Beach Combers Manual.

It is a device with two wheels and a hardware cloth body on a metal frame that sifts sand as you pull it. He used it on several occaisions in the deep water adjacent to one of the piers here by lowering it to the bottom with a rope, and pulling it up onto beach with the wench on his truck. It worked pretty good until it got hung up on something. We couldn't dislodge it and it has joined the ranks or artificial reefs.

I know it isn't what you were asking about but it performs the same basic job and just thought I'd pass it along. If, by chance, you'd like more info on the device, drop me a note and I'll see if I can locate where the book is.
