Remember back in the 30's there was a statute of limitations on crimes (7 years) and once that time passed you could not be arrested. Ressler might have been telling the truth or just being the tough guy so people would leave him alone.

Ressler did not like Dorr and really resented him blasting on his claims when Dorr closed the access to the river.
