I agree with you. As time goes on the LUE will have even more meanings as people pursue their own personal idea of what the LUE document means. I personally use capitol letters for the LUE because it is the finest encrypted code I have ever worked on. After NERS gave me land mass, it took me 6 week to crack the two co-ordinatess out of the LUE that told me what the land I was stand on represented. Thus, the LUE proved my NERS point. I don't even wish to meddle with others beliefs about the LUE, but this I can tell you without reservation, the LUE was NOT written by Von Mueller. He was a colorful yarn spinner, not a code expert! Von Mueller borrowed the LUE from earlier Government publications and since the LUE was an enigma it was perfect for his book.
Just maybe someone could have solved it and gotten back to him? I believe this was his purpose. He said that two men had solved it. I have been on this site for many years off and on and the owners said that NO ONE had ever been there before looking for Treasure!

The magic of the LUE: The LUE was designed because of a very painful failing enterprise in this country. The LUE was designed as a pun or a raspberry, in a child like rebellion of disatisfaction. This designer even put his family at risk, this is how certain he was that this code would never be cracked. It hasn't in 60 years, except by NERS. There is even a web page of 700 people working to solve the LUE, can you beat that? You would think by now the LUE would have been cracked by someone else wouldn't you?
The LUE is a master peice the dimentions of which I marvel at. The LUE was designed as a deception. Sure, the LUE is a way bill, but for every good fact there are 99 false facts. The basic reason the LUE can't be solved by normal methods is because Americans hate to fail. We say: If at first you don't succeed, to heck with it. This attitute will not work with the LUE. The LUE was designed to be solved by failing. With one failure, one learns this and failing again one learn something else and so one. The designed knew that no westerner would hang in there until the end an keep his sanity. Thus the LUE. Good Luck!
