dragons head and cows head

In another area I have found a 20' dragons head that appears
as the sun is rising, it only lasts for about 15 minutes and then disappears, the eye appears and the mouth has
steps like teeth, close to this is a 10' looks like a bulls head, with a hand (with a mitten on it) touching its lips
as to say "Quiet".
any ideas??
