Beales Code treasure

The question is does anyone beleive this is a true story that Beale wrote this code to a hidden vault where he cached his treasure?
Why would only the 2nd part of the document be the one that was translated and not one and three?
Has any treasure hunter not hunted for this treasure?
What do you think, true story or false?
