1600's shipwrecks in Mexican waters.

I have definitive proof of a fleet of Spanish ships that sank on the coast of Mexico in the 1600's. I know the location of these wrecks, but because of the reluctance of the Mexican government to grant salvage permission to foreign salvors, I need to communicate with Mexican nationals. Please, only serious parties need respond. My partner speaks and reads Spanish fluently.
