Question about small craft salvage (don't laugh!)

Ok guys.. Don't laugh :-) I found a sunk 17 foot boat in a local river and raised it. I live in NJ and it has NY hull numbers (registration numbers). It was last registered in 1994 (7 years ago) and I am assuming it was sunk intentionaly (the plug was missing). I want to get the title for this craft and have no way to do so since I don't have a way to locate the owner. I am assuming the boat was either disguarded by its owner or more likely stolen and sunk after it was striped. What is the best course of action here? The hull appears to be in good shape. Do I have claim to this vessel since it was sunk (and probably headed for the falls 1/2 mile down stream) or can the original owner simply take it from me even though I found it and raised it and am keeping it on a friends dock now?
