being charleston harbor and of such historical value the laws are vary strict. you need to contact the harbor police, coast guard also check with the courthouse for the county. it may be under fedaral control. check the local lib. under salvage laws, historical sites. this is just a guess but i think it would be like trying to get a digging permit for fort knox.
