Quite a few banks issued tokens like this in the 1920s to encourage new business (BTW, the missing word is almost certainly 'new'). Bank officials would leave them on sidewalks, on store counters, etc. They are worth $3 to $20 depending on where they are from. Yours would probably be in the $7-$10 range (just a guess, I'm not that up on the CA token market).
