Is this a military button or civilian?

It's slightly larger than a nickel, round top, brass front, iron back - too rusty to read any writing that may be there, has a bent over eye on back and on the front is an anchor surrounded by stars with a rope weaving back and forth behind it all on a background of horizontal lines. Looks like there might be a rim holding the front and back together. I know nothing about buttons, but imagine this to be civilian since it has the iron or steel back. Any comments?
