cleaning a merc

Anybody know how to remove the "milky haze" from a coin after it has been cleaned using the hot water,tin foil,a&h washing soda method?It's a 1916 merc in o.k. shape but would be much nicer if it had a shine to it.Its worn some...could this be why?
