Can anyone ID this token???

My brother found this copper token and on the front it says "All Quality Mints", on the back it says, " Good for 5 cent package of mints".
We found it in northeast Missouri and I don't know if this is from a local business or if it's from somewhere else.It's about the size of a nickel and has a hole in the center.
Any info on this would be appreciated. Thank You, Chris D
