"Scooping"

I read an article in a back issue of W & E that talks about "Scooping" with a long handled homemade scoop, with extensions it can range from 24 feet plus. The article mentioned using titanium pipe for the extensions which is lightweight but extra strong. Does anyone have any type of plans to make such a scoop? I am having trouble locating titanium pipe here in my town unless I am looking in the wrong places? Has anyone used this "Scooping" method to retrieve items in deeper water? Any info appreciated. Thanks!
