Just a thought -- the petroglyph panel's most desirable locations for carving were presumably used first for the mounted figures, the train, etc. The mystery message seems to come later on what was "left over", i.e. a less prominent location directly beneath the choo choo. Maybe the message is late 19th century and has to do with the train.
