I do find your theory plausible, and am always willing to listen to a good treasure story. It appears though that whenever we talk about this series of treasures it deals with people without names, stories without documented material, people who are no longer alive, and speculation.

I have researched the people aspect previously and have come up with a number of KGC people. I have found sources of numerous signs or probable signs. I have even read stories of people accidentally finding Confederate supplies. It just seems as though there is never a combination of these items. If signs are found on paper something is always missing to indicate the area of probability of location. The people who have the maps never show them. The people who know what the signs mean never reveal them. The people who knew both are dead. Sentries are posted that no one sees. Stories say that people die after digging holes in an area where a treasure may be, but no one is ever identified as to who was killed or where they were killed.

I've dug more than a few holes in the country and haven't been shot at that I know of nor has anyone ever acted like they cared. I've read my share of stories, put in the research hours, dug the holes, found the signs, but have yet to prove the veracity of anything resembling a network of confederate origin hiding billions or millions of dollars of anything.

I won't put a good treasure story down. Someone once said more money is made in the selling of treasure stories than of finding treasure. Could this be the case here? I don't know that HB has made any money off of KGB stories, but I do like to listen to them and dream the dreams of a successful hunt. Maybe some day HB you will get around to telling what you know rather than being one of those mystery people who knew it all, but is no longer alive.
