Richard - I've been wondering about this myself for the last couple years. See my posts from 10/23/99 and 10/24/99. The topic is intriguing and I've been waiting for someone to offer an explanation of the "who" and "why" behind the KGC's alleged ongoing activities. But so far, no banana. This obviously leaves a rather large and gaping hole in the entire premise.

I'm forced to assume there is no explanation of the KGC driving forces because: 1) the information offered regarding the KGC is false to begin with - hence no "who" and "why" exist; 2) the assertions are true, but the "who" and "why" behind them are unknown; or 3) the assertions are true, the "who" and "why" are also known, but those who do know are unwilling to divulge the information.

Take your pick. I lean towards 2) myself - I think there's some surviving anecdotal evidence and lots of creative speculation out there. 1) is the easiest choice for skeptics, but implies that the whole thing is a hoax, which I don't think is the case. Interestingly, 3) is an odd option - one the conspiracy theorists should have a good time with.
