Need help with Bond

Need help about the history/information and if possible the authentication of bond attached.

Anyone with the expertise would be greatly appreciated.

As far as I have heard from others in this TH hobby, genuine U.S. Treasury notes are what they are-- genuine-- not counterfeit or fake. But they were part of the arsenal of Cold War weapons used by the U.S. government in the closing days and aftermath of the last world war. And as such they cannot be redeemed (i.e., you can't run after Uncle Sam who issued them in the first place for some "spooky" business). However, some series of Wells Fargo notes are claimed to be convertible to cash provided they have passed the necessary protocol and has undergone testing by an authenticating machine as to their genuine-"ness".
