antique marine dress uniform

Good day everyone. I found a photo of a Marine Colonel in full dress uniform including sword.
The dress uniform is double breasted with two rows of (8) buttons.
Heavily embroidered sleeves up to the elbows, epaulets and hat.
I believe this to be circa 1900 or before but I don't know for sure.
It is signed "To Mrs. Johnson with the sincere regards of
(looks like) Obray C. Bergmann Colonel USM corps.

( can't decipher)............Washington D.C.

I will try to get my brother to post a picture ASAP.
Can anyone date this uniform?

I see now that the last name is Berryman still can't decipher the first name.....Joe McDonough

Colonel Otway C. Berryman commanded Admiral Dewey Marines at the Battle of Manila. Retired 1905.
