I tried to hunt Cozumel years ago with the same result. I also had a great time snorkeling and sightseeing.

Suggestions for hunting areas. Main beach is San Francisco which is at the southern end. Various beach clubs to try. Carlos and Charlies and the two other bars which are next to it. Playa mia though lots of trash. Just a starting point. If a norther is blowing it will be much harder to work in the water. You could also try in front of the various hotels though they are all inclusive and security may try and run you off even though beaches are public. locals and tourists have been working these areas for MANY years.
