Scoop isn't picking up targets

I went to a new lake last weekend. I was getting lot of hits but the bottom of this lake was mostly rock and very flat hard. My scoop has a round opening and I couldn't pick up A LOT of targets. I kept moving them around but I kept trying to drag them into my scoop and it wasn't happening. I would have had done better with a broom and a dustpan with holes in it.

Is there something out now that will help me with this problem at this lake?

Maggot, the scoop I use digs easier into the bottom, even rocks. See Pic.

It might work better if you set the scoop back a couple inches to the rearbefore you bare down.

Maggot, Sandman is right and if you notice the tip of the scoop has a point for digging into the hard bottom and coming up underneath the target.
