I can't help too much, but these are related to railroad and rail cars locks when the Postal Department sorted mail on the fly!

Can't say for sure as I have not seen any Postal locks not marked U.PS. Post Office.

Possitive ID on the lock was just made by another friend for me... it is an 1880 U.S. Army Issue Padlock follow link and click on picture after opening websight... It was Pattented in 1878 Wilson Bohannan Logo Padocks - U thru U - Antique Padlocks Thanks for looking back.....
