I have no idea about those particular beach markers, but you can find anything with a detector if it has metal in it. The markers that I know are just concrete, but have an iron ring on the top to tie a rope. You can certainly find the iron ring with an underwater detector. If they are really large markers, they might have some rebar in them and that would also be detectable.
