Sounds like they are using protection of biodiversity to control about half the worlds surface area. One of the quotes I read was that they could conceivably post no go zones for something like 1/3 of the open international waters.
Lots of implications with this new treaty, and the future of lots of different activities with international waters. They are talking implementation sometime 2017. They are just starting the ground work on the treaty and it sounds like the US government is one of the countries that are in favor of this.
