You could do some research on how the place is operated. Who is head of maintenance? Grounds crew supervisor etc. make few phone calls. Start at the lowest level. You might find someone who will give you permission. Someone here should know the legal aspects regarding the shoreline. Good luck!

I think this is one of those situations where whether it's legal or not they just gonna tell me No. I just was thinking if somebody would know if it is legal then if they call me inshore I can tell them No.

You need to check with the local water authorities, Department of Natural Resources. Do not ask anyone else, most do not know. Some places will be off limits and they can tell you where.
