that's right --we the people stood up and signed papers stating the we use the "public's beach" both in the past and the present and that we state that we by "steady and customary use" of the beach --have a right to continue use it

If a beach gets renourished they cant own it...they only own it to the Erosion Control Line, that is usually the toe of the dunes...if it doesnt get renourished they own it to the Mean High Tide Line...without getting it surveyed they cant show you the Mean High Tide Line.
