looks like a whet stone to me. course on one side and fine on the other.

yep, it's a sharpening stone. Probably said "CHINA" on it? Just an out there guess. I have some but can't even begin to get to them right now to check to see if I'm correct on the "CHINA". A sharpening stone for sure though.
