There are many other theories concerning hidden codes in Shakespeare's works, I post several links, but you remarked that you never gave them credence without having read them.

Legrand found ERE FENN DUE RED KNEE running the ciphers through in reverse, and even showed the results on Brad Meltzer's Decoded.

FDR was later sent a specific card that threatened the president with a blatant and obvious cipher, as well as having a book code added across the top, with invisible writing continuing through the card.

The Ciphertext section was made into a confusing set of letters.

In this section there was a series of words that were used to unlock the cipher and the acrostic here from ERE FENN DUE RED KNEE is E FDR E

The phrase ERE FENN DUE RED KNEE held the message that left the initials of the person that it was all left for, as they had chosen a particular person to carry on their second world war !!!

It also showed that there was a series of repeating patterns to look for in the E's (here being the most common letter) with 8 E's.......Ken claims that there are 8 locations as well

The cipher in the card then goes onto be decoded to say that there is a major breakdown using the patterns that are recognized by following these repeating patterns, using them to restructure the card using columnar reassignment systems, going from a 4 column to a 6 column, and back to a 4 column layout. The whole while the repeating patterns are practically speaking in tongues about the newly formed OPUS DEI, and other things like EDIson's Menlo Park Location.....

Can not you see how preposterous this claim is about the Secret Service and FDR. The Beale Papers were copyrighted in 1885 and James Beverly Ward sent in for the copyright in 1884. FDR would have been only two years old. So who was going to kill FDR in his cradle? You need something better than this?
