I don't know, the word "De Concepcion" is confusing when it was linked with "Cities or towns". It is possible that the other word for cities/tows is "De Concepcion", could be a gathering of people in an area. I am not so sure about "Cities or towns de Concepcion". It might be the same as the first number "Proclamation" followed by "Speak to the people".

I find it hard to reconstruct the paragraph because it was broken English + synonyms/hidden meaning. I tried to translate it without changing the whole grammar. It feels like it will lose the personality of the writer if I changed it too much. Like this..

I found a government and a village towards Botetourt thinking that I could not fail the trust that the Party gave me. As I learned in my journey, to the people who are against my proceeding, to see something great is the best experience ,this is my fifth journey that I am telling you. It was/is POLLY WOOD's Ordinary... there was even MONS HOTEL over from Johnson Farm; Mons Hotel was torn down (empty field, now). Johnson Farm still stands, Harkening Hill is up on a road going from the farm; WONDERFUL "hiking loop" to Balance Rock & other "sites".
