They started embossing the "Federal Law......" disclaimer in 1935

The 69-54 could indicate the mold number (69) and the date (1954) - or something else entirely

It's definitely machine made and therefore probably not worth much, but there could be someone out there who'd pay for it.....

No real value at all, it might be worth a few dollars has it been a colored example, but even then not much at all....Jim
