Unless you have "Mini-Me" hands I'm ruling out a S&P shaker, a sugar shaker might be more plausible if it is indeed some sort of shaker...

I get the feeling the design will be related to the use and/or contents

I am guessing bath salts or toilet water. As fancy as it is it looks like something that may have come in a Xmas gift box. From 1940s or late 30s .

Before I saw it was closed on the bottom, I thought it was a glass lamp-shade- like for a ceiling fan w/ lights. Looking at the pattern, could it be like corn? Like an ear of corn. If so, maybe it's a talcum powder bottle (corn starch reference). Just flying a wild guess. Yakker

Those are some good ideas I thought it was for a lamp or light at first too until I saw the screw top
