backmark ?

I dont have a pic of the button but a friend of mine found a two piece button with a eagle facing right on a anchor with stars around it, the backmark is S.W. Haltshoan but not sure if the last two letters are a,n or not. and it says norfolk VA. any help would be appreciated thanks.

Navy button from 1835-1850. Albert's NA 106 and Tice's NA 212. Hartshorn/Norfolk Va. bm.
