Cleveland button. Need help with ID

I found this button a few weeks ago and haven't been able to get a definitive ID on it yet. It apparently doesn't show up in any of the more prominent button books. The site I was hunting was a home that was built in 1890. Finds recovered near it at similar depths were around the turn of the 20th century. Found an 1899 Barber half about 20 feet from it. It's a flat one piece button almost exactly the size of an indian head cent. No discernible back mark.

Additional information. I emailed the Cleveland Police Museum and they responded that they didn't recognize the button but also said that the shield on the button does resemble the city of Cleveland symbol that is on their flag ... however they said they couldn't be sure it was the same symbol.
